Trump adds more uncertainty to immigration plan

From CNN's Jeremy DiamondDonald Trump refused to rule out granting legal status to undocumented immigrants who remain in the United States, breaking with an immigration proposal he laid out just last week.

What he said then, in a major immigration policy speech in Phoenix: Undocumented immigrants seeking legal status would "have one route and one route only: to return home and apply for re-entry like everybody else."

What he says now, on a plane today in Vienna, Ohio, about a path to citizenship: "I'm not ruling out anything. We're going to make that decision into the future. OK?"

This all comes after some weekend confusion. Trump's running mate Mike Pence and his campaign manager Kellyanne Conway had deflected questions on Sunday about what would happen to the undocumented immigrants remaining after Trump deported those who have committed other crimes in the United States and built a US-Mexico border wall. But another top surrogate, Rudy Giuliani, told CNN's Jake Tapper that Trump doesn't want to deport those immigrants. He said on "State of the Union" that Trump "would find it very, very difficult to throw out a family that has been here for 15 years and they have three children, two of whom are citizens. That is not the kind of America he wants."

Why this matters: Trump's call to deport all undocumented immigrants immediately was key to his victory in the Republican primary -- and he stuck to it amid criticism from other GOP candidates. Now, he's struggling to find an audience for his position -- shifting back and forth between hard-line and more mainstream conservative positions.

Hillary Clinton and Donald Trump couldn't miss each other today in Ohio. Their planes were on the tarmac at the same time in Cleveland -- per this photo from CNN's Dan Merica. Later, Trump's press bus was stuck in traffic as Clinton's motorcade drove by.

Rick Scott's big fish donor to pro-Trump PAC: Rick Scott

The super PAC once envisioned to be the main advertising force behind Donald Trump is sputtering into the fall, beset by a pang of concern ever since Trump's campaign chief Paul Manafort departed and as key donors spurn the group's appeals for last-minute checks, CNN's Theodore Schleifer reports.

The one saving grace, according to interviews with a dozen people with ties to the group: Rick Scott, the Florida governor who is chairman of the super PAC. He has made a significant contribution to the super PAC from his own personal fortune, CNN has learned from a super PAC aide.

Hillary Clinton struggled through a coughing fit in Cleveland today:
It was hours after she'd flown for the first time on her traveling press plane -- and it triggered a Twitter battle between Trump campaign manager Kellyanne Conway and Clinton running mate Tim Kaine communications director Karen Finney:
Clinton had another coughing fit while gaggling with reporters later. Asked if it was the pollen in the air, she said: "Yes. I had the same problem last Labor Day. I keep thinking that, you know, I'm going to avoid it, but..."

Obama's meeting with Philippines leader canceled

The White House on Monday canceled President Barack Obama's upcoming meeting with Philippines President Rodrigo Duterte, reports CNN's Sheena McKenzie and Kevin Liptak. This comes after Duterte lashed out at Obama for wading into the issue of the Philippines' leader's controversial policy toward drug dealers.

How to lose your meeting with Obama: The Filipino leader said Obama had better think twice about raising the issue of the extrajudicial killings of drug dealers. "Who does he think he is? I am no American puppet. I am the president of a sovereign country and I am not answerable to anyone except the Filipino people," Duterte scoffed in a speech Monday. "Son of a b****, I will swear at you."

Trump buys big in Virginia, small in Ohio

From Theodore Schleifer: Here's a stat that might provoke some head-scratching: Donald Trump is currently scheduled to spend nearly six times as much on television this week in Virginia as he will in Ohio.

Trump's buy for the upcoming week, all states included, is estimated to be $2.8 million, though Trump Tower has been modifying and adding to their weekly buys midweek. He's on pace to be badly outspent by Hillary Clinton and her allies in most states, save Virginia, a state where Trump trails badly in polls and where Clinton has halted advertising. This week, though, Trump may be beginning a comeback attempt -- he's sinking almost $1 million, or 35%, of his buy into the state. 

The downside? Must-wins like Ohio ($170,000 this week), Pennsylvania, North Carolina and Florida are hurting for advertising cash.

Vice President Joe Biden's advice to Hillary Clinton, told to CNN's Jeff Zeleny: "Talk about what you care about and talk about it with some passion." ... Donald Trump criticized Clinton for not knowing what the "(C)" label meant when it was used on her State Department emails -- but he didn't know, either. ... Rapper-turned-mogul Sean "Diddy" Combs said he thinks black voters "got a little bit shortchanged" by Barack Obama's presidency.
